Well, you can't make it work for EVERYone. Make it work for the most people. (and your family/time takes priority) If the friends cannot make it, then they cannot make it. He will survive even if a few friends cannot make it.
Where do they run after school? Maybe you could make a treasure hunt where they have to run to the next clue. I still remember the treasure hunt you did for me one year. It is one of my best birthday memories.
I wasn't able to give Jason a sweet 16 party, because of sports. We just had a nice family one and gave him some nice gifts. Just make it fun in other ways for him.
